The reason Greg Slaughter automatically won the Rookie of the Year Award

According to the PBA, if a rookie makes it to the Mythical 1st or 2nd Team via Statistics and Voting, the player will automatically be named Rookie of the Year and no more separate voting for the ROY Award.

Greg Slaughter had a big lead in Statistical Points over Ian Sangalang, but Ian Sangalang could have won the ROY Award via Voting but since Greg Slaughter was part of the Mythical 2nd Team, no voting was done for the ROY Award and Greg Slaughter was automatically named Rookie of the Year.
